Digital Recording
The Maricopa County Recorder's Office is capable of receiving and recording documents, plat and survey maps in a digital format. Currently according to ARS-11-461, C. The recorder may accept a digitized image of a recordable instrument for recording if it is submitted by a title insurer or title insurance agent as defined in section 20-1562, by a state chartered or federally chartered bank insured by the Federal Deposit Insurance Corporation, by an active member of the State Bar of Arizona, by an agency, branch or instrumentality of the federal government, a "trusted submitter" or by a governmental entity and the instrument from which the digitized image is taken conforms to all applicable laws relating to the recording of paper instruments. A "trusted submitter" is defined as; a person or entity that has entered into a Memorandum of Understanding regarding digitized recording with the County Recorder in the county in which the digitized recording is to be submitted.
If you meet the above criteria, you may be eligible to submit your documents electronically via our Digital Recording Program.
Here’s some information you should know:
Standard recording fees apply and there are no additional charges to record documents or maps in a digital format. In order to take advantage of this program you will need access to the internet and a scanner that will allow you to submit Multi-TIFF Group 4 images or PDF images.
The Maricopa County Recorder's Office offers high volume recording customers a secure VPN (Virtual Private Network) connection and for low volume recording customers, our own in-house created program called the Digital Recording Upload Program. All connections are secure and are password protected. All documents and maps received in a digital format will be reviewed and if accepted, recorded within a short time period, typically within an hour or two. In addition, digital recording customers will have access to a web page that will enable them to verify if a file has been accepted or rejected for recording and if accepted a link to the recorded image.
Once you are established as a digital recording customer, our Digital Recording Supervisor will personally train you in the program. Training is by phone and your training will include: how to name a file, scanning the document once it is named, how to submit your file via the Digital Recording Upload Program or VPN. Also included in your training is how to use the features of the View Order Status Page which is the page that you will defer to once your files have been submitted. All digital recording customers start out in a TEST mode. While in a TEST mode you can familiarize yourself and your staff with the program and when you’re ready to actually record your files, your account will be moved into a PRODUCTION mode.
These are just a few of the benefits that we provide to our digital customer. To participate in the Digital Recording Program you must first open an account with us. For your convenience, we have provided you a link (please see below) to the necessary accounting forms. You must complete an account application, commercial purpose statement and addendum to commercial purpose OR a non-commercial purpose statement and a Customer Account Access to Online Copies. Once the account is established, Marie or Becky will provide you with instructions on how to proceed with getting your account ready for digital recording.

Memorandum of Understanding
Maricopa County desires to offer the recording of real property documents by electronically receiving and transmitting documents electronically in substitution for conventional paper based documents and to assure that transactions are not legally invalid or unenforceable as a result of the use of available electronic technologies for the mutual benefit of the parties of the transactions. In order to participate in the digital recording program you are required to submit a signed Memorandum of Understanding along with the supporting accounting documentation.
