Maricopa County Recorder's Office Notifies Voters Impacted by MVD Data Glitch: Action Required for Full Ballot Access
PHOENIX, AZ – The Maricopa County Recorder's Office is sending important notices to voters whose registration records were impacted by a system anomaly at the Arizona Motor Vehicle Division (MVD). These letters are crucial for affected voters to maintain their status as full ballot voters in upcoming elections.
The Backstory: An MVD System Glitch Affects Voter Records
The Maricopa County Recorder's Office recently identified an issue where some voter registration records lack documented proof of U.S. citizenship (DPOC), as required by A.R.S. § 16-121.01(C). This discrepancy stems from an Arizona MVD system glitch that affected the transmission or recording of this vital information. It's important to clarify that this MVD glitch was not caused by the Recorder's Office, and we regret any inconvenience this may cause to affected voters. Our office is working diligently to resolve this matter and ensure the integrity of our voter rolls.
Why These Letters Are Being Sent, and Why Your Response Matters
These notices are being mailed directly to voters whose records indicate missing DPOC due to this MVD system issue. The purpose of this outreach is to provide a clear path for these voters to remedy their record and ensure they can continue to vote a full ballot in all eligible elections.
It is critical for recipients of this letter to respond within 90 days. If the required Documentary Proof of Citizenship is not received by our office within this 90-day period, the voter's record will be moved to Federal-Only status.
Understanding Federal-Only Voter Status
A federal-only voter is eligible to cast a ballot only for federal races, such as Congressional or Presidential elections, using a specific Arizona Federal-Only ballot. To regain eligibility to vote a full ballot in all state and local races in future elections, voters must provide their DPOC. This documentation can be submitted up until 7:00 PM on Election Day to ensure a full ballot.
How to Remedy Your Voter Record
The letter includes a "Documentary Proof of Citizenship/Voter Update Form" and outlines acceptable forms of DPOC, such as:
- Naturalization/Citizenship Certificate number
- Bureau of Indian Affairs, Tribal Treaty, or Tribal Enrollment Card number
- A legible copy of a U.S. Birth Certificate or pertinent pages of a U.S. Passport
Voters can submit their completed form and supporting documentation through one of the following convenient methods:
- Mail: Using the provided business reply envelope.

We strongly urge all voters who receive this letter to take immediate action to confirm their citizenship status. This proactive step helps confirm that your eligibility to participate is current for all elections.
